With reference to the letter from the Home

Office dated 2nd March 1927, No. 443,083/3, regarding the

reported importation of Benares opium into liacao, I am

directed by the Earl of Birkenhead to state that he

agrees with Sir William Joynson Hicks that the

Portuguese Government, should be asked where or how the

large quantities of Benares opium mentioned in the

Macao official returns were obtained.

2. Copy of this letter is being sent to the

Home Office and Colonial Office.
